3M's swirl mark remover is a pretty mild product as is the Meguiar's version. Serious swirls usually will not come out using these SMR's. There are many other polishes on the market that can do the trick without resorting to wetsanding. If it were me I'd try a few of them with a buffer before reaching for the wet/dry sandpaper.
Wetsanding is pretty much like it sounds. Using various grits of wet/dry sandpaper and lots of water (with a little soap mixed in) you lightly sand the paint. This can be done on specific spots and areas or the entire car.
Before wetsanding the paint thickness must be measured to ensure one does not sand off the paint where its thin. A good tool to use is called an Elcometer which can easily determine substrate thickness. Those little magnet sticks are not real accurate. Most any decent body shop will have an Elcometer or similar.
After the car's been sanded it needs to be buffed out in stages with a rotary polisher and an experienced operator. Done correctly wetsanding does wonders but it must be considered the Final Option before a complete respray.
Please consider having your car professionally detailed by someone who knows how to remove swirls, not cover them up with glaze. It will be cheaper and less extreme than wetsanding.
