Any advice on paint chips and scratch removers?

I have had the paint chip marks repainted but the paint never seems to stay for very long. I haven't tried touch up paint before because, to me it just look like nail polish. Is there any way to fill in these marks without repainting the whole hood?
I also have alot of scratches from this past winter and have not year picked up any scratch removers, can anyone recommend anything?
