Dealing with rust is always fun. ;) The easiest solution is to just replace things. Stainless steel or galvanized are great and won't rust in the future if you can afford them.
There are several rust treatment options. Naval Jelly is inexpensive and good to use following a wire brush cleanup. It leaves a light gray phosphate coating that resists future oxidation.
Any place close to the battery should be neutralized first using baking soda. If your battery has one of those overflow tubes, attach a hose to it so that it drains away from the engine compartment.
