I've seen turbo heat cause those..

I had an '84 900T that had those tiny cracks, interestingly on the hood right above where the turbo was. (Paint was white)

I noticed that on my '90 900 there is a heat shield on the underside of the hood where the turbo is, probably in response to this problem. I would assume your '96 would have one of these as well, but I'd check. (My '99 9-3 does..)

Just an idea..
