12V is too low at any time, regardless of the number and type of accessories you have on. The system cannot sustain itself for any length of time under those conditions, because that is lower than nominal battery voltage. Therefore, you will be sourcing current from the battery to keep the electrical system going, meaning the battery is not charging and will simply get lower and lower, and lower. Your system can't be that low TOO often though, otherwise you'd notice a very low or dead battery every morning when you went to start the car. :)
Your ACC really makes the voltage drop noticeably ? Mine only does if the cabin ventilation fan is on the highest setting, which is rare, but even then it would only drop the voltage about 0.3V max.
The radio should be unaffected by a voltage of 12V or higher. Car stereos have a wide range of tolerable voltages, which is typically from 11V-16V. I happen to remember looking in the Clarion manual for that unit, and it's the same. At least where the radio is concerned, I wouldn't worry so much about the low voltage so much as sudden dramatic changes in voltage.
But definitely get that alternator working better!
