10 psi at idle is probably within spec. 40 psi is where the relief valves usually open. Most "idiot light" switches are set for 6 psi. If the 10 psi is when fully warm, I wouldn't worry too much (but do watch it). You should always see your 40 when driving though - if it drops during operation, then it's time to start taking drastic measures.
