Lease companies used to only inspect vehicles after turn in, never before. Nowadays Saab Financial and GMAC will pre-inpect the vehicle before turn in and let you know if there are any deficiencies.
Tires need to to be 4/32nds or 1/8th inch. The wear bars are 2/32nds so they need to be somewhat better than "shot". Me, I'd go to a used tire place and have'em slap on whatever they have laying around, but first get it inspected and see what they say. You might only need 2 tires, not four, although if tires look shot from next to the car or a casual inspection, then when you do get the car up on a hoist and do a real inspection, they are usually much worse. Tires on lease returns must conform to OEM specs for speed and load, and must be the same on each axle, although you can have differing brands front to rear.
Prices for excess wear and tear, which IMHO is a very liberal standard, that is a pretty beat up car can be considered normal for lease turn in. Anyway the prices that end of term lease inspectors come up with are usually very reasonable. The prices for excess wear and tear are reflective of the minimums to get the car through the auction and not as much as a dealer might spend to "recondition" the car for resale. Tires are charged at reasonable replacement value, not the price of the actual OEM tire. Bumper flaws are charged at the bumper repair guy's price, not the body shop price, and so on.
