If you did a factor analysis at the cost of a warranty on a vehicle with mods that will provide added engine stress it would likely produce much higher overall warranty costs for the manufacturer. That would be the #1 reason I would guess they don't offer them as OEM.
Second is that every penny counts when building a car. All the stuff to upgrade the car adds costs even if it is small and makes the vehicle less profitable. The ECU might be the exception, but that (along with the mods) would hurt MPG ratings which are important to many consumers.
Just some counters I came up when thinking through this very question myself.
