Dealer caused damage

Still trying to resolve wheel damage and resulting vibrations. Dealer sent car to a gas station that changes all their wheels. I have bite marks from the machine clamping the inside of the wheel. I also saw them gouge the wheel with a pry bar. Tires have been re-balanced by the dealer. I still had vibrations. Manager of dealer insisted that I take the car back to this gas station so I did. They rebalanced but I still have vibrations. They also nicked my side skirt with the jack by not carefully lowering the car. No torque wrench either.
Another tire place that is helping me get a rear tire with a slipped belt replaced looked at the front wheels and said the wheels are bent.
Can the tires, assuming they are not bad themselves, be safely mounted on new wheel without have tire problems later on? Or should I demand new tires too? Can a Hunter 9700 test the wheel for vibrations? Can the wheel be tested to trueness? The slipped belt tends to make the car wobble and it is hard to feel the vibrations, especially since a smooth road is a rarity in NY.
What is your experience with dealer caused damage? I think I will need 2 new wheels. Not much can be done about the side skirt damage as far as I know (except refinishing).
The car should not get any cosmetic damage when being serviced. I don’t count a scratch on the bolt that the mechanic needs to remove, but that is the acceptable limit.
Any experience with Saab’s reaction to this type of problem?
