I would be suprised if there is any such restriction against representation in New York. A guy that I sued in Small Claims Court got his high school buddy, now a name partner in a law firm, to defend him for free. The lawyer found a loophole in our fraud law (Illinois has a strange exclusion for promissory fraud), but I asked for the right to appeal, and eventually prevailed - there was a principal involved. Keep good records of all your receipts and especially your conversations/interactons with the dealer (with approximate dates).
After you send the letter suggested above, I would be suprised if the dealer didn't come to their senses and try to settle rather than incurring legal fees, which will quickly exceed the cost of your wheels and tires, as well as leave a public record of your case filed against them.
