As a telecom analyst, I can give you the dirt...

AT&T/Cingular have quad band GSM (850/900/1800/1900 mHz)phones that will work here on their US networks and in Europe. T-Mobile also is GSM based and will have international phones. Verizon and Sprint use non-compatible technologies (TDMA and CDMA), so don't bother with them.

Roaming over there will be $1.49 a minute for calls back to the US, but based on many European plans I've seen (in the UK), it's still cheaper to keep a US based contract, especially if the person is coming back. If it's more for limited use, then it would make sense to get a prepaid service over there, and simlpy top up as you go. Vodafone, Orange and O2 all provide the services and are located across Europe.


The Motorola V500 is a good phone..I have one on AT&T Wireless (now Cingular) and travel to Europe a lot for work...sound quality is excellent (better there than here, thanks to the longstanding GSM network buildout). They also have several Nokia phones and others that will all work.

GSM phones have an identity "SIM" card in them that can be replaced with a European prepaid SIM, which is also an option. So even if they buy a phone and plan from a carrier here, you can simply put a european SIM card in it and you're up and running.
