Why does it matter that the law differs in MA vs VT? The car is never going to be registered in MA, so the fact that it isn't now shouldn't make a difference. What, is a person supposed to change their registration and plates every time they travel to another state?? As for insurance, it makes no sense to carry someone else's insurance card. What if your friend had to drive his other vehicle while you were borrowing the Saab? You have your insurance card, that should be good enough, unless MA has passed a law that says you can't borrow a friend's car. As for the incorrect plates, again, why is MA getting involved? It sounds like your friend followed all the rules at set by the VT DMV, so who are the MA police to say that he needs to do otherwise when he doesn't live in MA?
It sounds to me like MA doesn't want any business coming from outside of their state (or people for that matter). I'd fight this like hell if I were in that situation, regardless of what was at stake, just on principle. If you're saying that your license is potentially at state, that is completely ludicrous! I'd be fuming! If the choices are to have a hearing or loose your license or face some insane fine, I'd pick the hearing. It seems incredible to me that any judge would actually rule to file charges against you, just a person doing a favor for a friend.
Sorry I can't be of more help. Out of curiosity, do you know why you were pulled over in the first place?
