especially since it's only a $15 part, but was it working properly when you moved in? Normal wear and tear? How many years/months have you been there? If it wore out in a few months, that's not normal. To keep the peace, it may be within your best interest to buy the part and replace it yourself....maybe you can include the bill in an envelope with your next rent payment, and deduct the cost?
If a window crank broke on my rental, I'd replace it. My windows are from the 60's, so I made a point of buying a bunch of them years ago since they're not easy to locate a supplier for. I wouldn't expect my tenant to have to try and locate one, but she is a really good tenant, and pays on time, and keeps the place clean....nothing like the nightmare ones I had in there before her.:)
