... if you are a seller of merchandise. That cost covers your peace of mind that the credit card is good, and/or takes the bad check risk out of the equasion. It also allows the casual seller of merchandise to accept a credit card for a purchase without having the hassle of setting up a merchant banking arrangement.
A pretty good deal, if you ask me.
They charge the same for cash transfers, though. That may be due to agreements with the credit card companies to charge the same for all services, regardless of whether or not a card is used.
To be fair, PayPal (and eBay as well) has some odd policies regarding counterfeit merchandise and fraud. That is a subject for another board.
