If you work somewhere that has no problem with you calling in 'sick' or just otherwise unable to come in when bad weather ensues, that works. That's what most people do here. Weather bad enough to make the roads untravelable on all season tires happens so seldom that it is quite possible to get by without snow tires. Some areas closer to the mountains or farther north tend to be a bit colder, and the inclement weather can be more severe and stick around for longer periods. I got about 7" of snow at my house this year (a lot for this area), and it was no problem to drive on the roads with all season tires, and the roads had not been plowed. In that same storm, Seattle only got 1/3 the amount of snow. Another thing you will learn is that snowfall totals here are hugely variable within relatively small areas.
The deal here is that usually when it's cold enough to snow/ice, it's dry. If we do get snow, it's usually gone from the roads within a day or two. Maybe once every 15 years we get snow that actually stays on the roads for longer than that.
