Clearly not valid, but I think most states have laws that above a certain amount over the posted limit is automatically reckless and dangerous. A good question is why the state cares if this guy goes flying off the road in the early morning and kills himself. The cost to clean up the mess will be less than prosecuting this guy and create more jobs than the cameras. On the other hand the car driving around with no brake lights, blinkers, or some other actual safety hazard is going to get someone killed while the police sit in their cruiser with this menacing speeder in the back.
As for the tires, there are plenty of cars with totally unsafe tires that the police could care less about. There is no way that a new car is going to drive faster than the factory tires can handle because of the motor vehicle laws. Why can’t the police keep their mouth shut and just arrest the guy. It always seem like the police have to justify themselves and the situation to the rest of society just to keep their sanity.
