We are not as bad as doctors, that's for sure. They charge for ALL time (and more) fault tracing your body, even if they have no clue how to fix you. And if they don't know, they send you down the road to their buddy, so he can make a killing on you too.
Very few independant shops charge for the full time spent fault tracing and just driving the car waiting for the problem to happen.
You should though have an honest talk with him about where he is now and what he is planning to charge you up until now.
Is the problem present at all times? Or does it maybe take 2-3 days of constant driving before the problem occur? Does it maybe take unusual hot weather to trigger the problem?
What fault codes comes back and how quickly?
As you might understand, if it take 100s of miles of driving before the symptom even show up, it is very tough for a shop to dedicate a mechanic just to drive the car around without pay if they are swamped with good paying jobs.
Sometimes, the mechanic just have to take a breather and put the car on hold while working on others, just to clear his mind (and make some money).
All problems are possible to solve but he might look into such an expensive and non returnable part that he shy away from biting the bullet and order the part but instead try to verify the problem by testing other low cost alternatives.
Very few independant shops have ALL parts in stock for ALL models/years to test with, but spend a lot of time thinking, scratching their head and measuring away trying to nail it down without throwing parts at the problem.
Sometimes a clueless mechanic at a dealership will find the problem quicker by just throwing parts at the problem as fast as possible. When the problem is found, it is up to the professional salesperson up front to sell as much as possible of the parts used.
