That is not quite right.
CR's reliability predictions are based on a running five year average from their annual surveys. Only models with enough responses are included.
SAAB as a brand is in the middle of the pack. The best model is the 9-5 wagon (average) and the worst the 9-3 (somewhat below average). Volvo, for example, rates slightly higher overall - the S-80 coming in somewhat below average and the (new) S-50 well below average.
Reliability ratings for individual models are published for the preceding seven years. Currently, 1998-2005 reliability ratings are available.
Their statistics show that Japanese cars age better than American cars, which age better than European ones. After five years the average Euopean car brand in their surveys will have twice as many problems per 100 vehicles as the Japanese ones.
At the extreme, VWs are about three times more likely to be troublesome than Toyotas. My 2000 Passat gave me 170,000+ mostly trouble-free miles, so it is good to remember that these are averages, and any given vehicle can give either very good or very poor reliability.
The CU website has extended reports and charts on vehicle reliability.
