I don't know if it's the same on an '89 as my experiences are confined to an '86. Open the hood and check the area of the driver's side wheel well arch. You'll see some vacuum hoses that run to a junction there.....these vacuum hoses are for the cruise control. They often rot away at the sharp bends where they're attached. If you find a broken piece, just cut the break off and put it back on the nipple. If that's your problem, just run new hose or if you're lucky, leave it alone....it could work for some time to come.
