Generally for the best quality at a reasonable price pick a loose stone and then find a setting you like. As with most things, by buying them separately you can get higher quality then the package deals.

As for the 4C's it really depends on the individuals. My preference is higher quality (Cut, Color, Clarity) and the compromise is on size. Some tips (IMHO): Cut makes a big difference in reflecting light, "sparkle/fire". The color is also important, you can see the "whiteness" of a stone and you can tell if it is yellowish. Importance of clarity starts to diminish above VS1 (ie VVS1, VVS2, IF, FL). Size is the compromise for me , if your OK with it, pick something just under a whole size. Once you hit that next whole size, prices jump. (ie. 0.99 is disproportionately cheaper than 1.01; 1.90 vs 2.05; etc.).

Here is a good site for diamonds online (Certified Diamond Int'l). Good selection, good prices, and good service. They allowed you to select a few stones (CC charge) and have them shipped to you to examine. You ship back the others and you pay for the one(s) you keep.
