Sorry to hear that your insurance will be so steep.
Here's my question though. What is the point of insurance if the price goes up when you have one accident? (Maybe after two, or three in a short period of time.) You pay insurance so that you don't have to pay the direct costs involved in an accident. So, Allstate (not my favorite company... that's my stand) charges you 1/3 the cost of their expenses per year to insure you. This is after they've collected your money for ? months or years. Oh yeah, and CA requires that you have insurance. Does insurance coverage simply guarantee that you can get a loan for the damage you incurred while driving (reasonably, from your comments) on public roads. You are, after all, essentially paying Allstate back for their costs.
Other items:
What kind of coverage are you paying for? Do you need it? What if you simply had the minimum, and put the rest into a savings account. You could save enough to cover most damage in only a few short years.
Also, I'd look into other companies. Call a few and get quotes for identical coverage.
How much does the new zip-code affect these changes in price? $2,900->$5,000 seems like a big difference between S.D. and L.A.
Anyway, I think that insurance is a racket. State-mandated theft.

I live in CA too, (but in a town with only one stop light, up north). I pay ~$1400 per year with full liability, 100/300K medical, and comp/collision w/ $250/$500 deductibles. (No blemishes on the driving record, I'm 27, male, single.) FYI. California Casualty is my insurance Co.
