As an outsider and only reading what was posted, my take is Liko had a problem with authority.
Yes, it seemed he was not doing anything wrong that day in the snow and the officer went on gut feeling, it may be have been wrong but evidence shows that Liko was either not in his right mind, would not listen to the police (regardless of him being in the right or wrong, and as a result he was arrested. He resisted arrest, it took threee officers to control him. He then became known in the community as one that confronts the police.
If he kept a low profile, did what the police said, did not resist, did not fight, he would be alive. Even if he was 1000% right and he felt targeted, you cant take on a cop in a snow bank and expect to drive away like nothing happened. If he thought he was right then fight him in the court of law. At worst he would have been arresed for a 420 pipe.
The FACT remains. Liko fired his gun first. Period.
It seems like a big mess though...
