New road signs in Michigan regarding this...... Even though the state is nearly broke, our State Hwy Dept has recently installed new road signs along many expressways informing drivers that the law specifies the left lane is for passing only.
Too soon to see if it makes any difference. I believe a two other major contributors to the problem are: only two lanes; and drivers attempting to go too fast in the left lane during heavy traffic conditions, (do they really need to travel 85+ in a 70mph zone on a crowded expressway?).
I actually got stopped in Indianna ~30 years ago for driving in the left lane of an expressway. It was late at night, I was passing one car every mile or so, hardly anyone else on the road, and I got pulled over. It was a good thing all four of us in my Grand Prix were smoking cigars - the Trooper couldn't smell all the open beer cans when I powered down the driver's window! College days and too dumb to know better, although I wasn't drinking.
