We have a Greyhound and two Dalmatians, all "rescue dogs" of one sort or another, and we have had two adopted Greyhounds previously. Ny wife has been president of a Greyhound adoption group and on the board of a local shelter.
What adoption groups do for the dogs varies, of course, but many put alot into the dogs for medical care. For example, Greyhound groups typically spend several hundred on dogs from the tracks, including neutering, comprehensive tests, dental (very important), etc. An adoption fee of a few hundred dollars doesn't cover their costs (forget about the value of all the volunteer work). They also screen the dogs for behavior (do they go after cats? are they OK with kids?). I think you would want a dog who had had needed healthcare, and you would want to know something about the dog's behavior; these have value. These groups, even with lots of volunteer labor, need to raise alot of $ to stay in business, fees notwithstanding.
An ancillary point regarding fees is that alot of people think they want to adopt a dog, but really have little commitment to putting anything into it themselves. The first little problem, the dog comes back to the shelter; or worse, is abandoned or abused. Or they will to pay for needed healthcare. These situations really trouble adoption workers. Willingness to pay a fee obviously is not a perfect indicator of commitment to the dog, but I would not be comfortable entrusting a dog to someone who insisted the dog be "free."
I would suggest finding an adoption group or shelter with a good reputation, find out what they do for the dog, and don't worry about the fee. This doesn't necessarily apply to individual owner/sellers, I don't know about that. Good luck.
