Your "safe" capacity for a 15 Amp circuit is actually 12 Amps. For any circuit you do not want to exceed 80% of the rated capacity. Although physically you CAN, in the long term pulling 15 Amps on a 15 Amp circuit will cause premature failure of wiring devices (switches, receptacles, etc) and may even cause your wiring inside the wall to heat up (deteriorating the insulation and cause irreversible damage to the cable). Not to mention the condition of the over-current device (circuit breaker or fuse). FPE breakers in particular used in a lot of homes in the 60's-70's are known to fail and not trip when needed causing a fire.
What about running a dedicated 20 Amp circuit from the main circuit panel to the garage? You may want to check with who you are renting from, see if they would pay part of the cost for adding the circuit. Or just go with a smaller capacity compressor.
Think of it this way... Would you run your Saab at 6000 rpm's in 2nd gear for 20 miles? You can, you won't blow up the engine right away, but it's not healthy. Choose a higher gear and run the engine a little slower!
