would be to do what some automakers do in parts of Europe.
They license (and train) qualified independent shops to do warranty work and servicing. This broadens the reach of the car maker by making approved service available in areas that wouldn't support a full dealer. And I bet customers going to an approved indy are in general happier than having to deal with the BS and arrogance that seems to be part of the DNA at so many new car dealerships (regardless of make).
I know from a conversation with Steve Whatshisname who ran Saab when it was still GM that this was on the table. Sure would make sense. My nearest dealer is at least 45 mins away now, and buying a new or CPO car doesn't have a lot of added value given that ANY work basically kills at least half a day.
