As part of the social safety net system in Sweden, the government steps in and pay the wages (I think up to 6 month) during bankruptcy or in this case during reconstruction. Money that when the wheels are turning again has to be paid back by the company.
That's why some voices say, why doesn't the government step in and bail out Saab now or even earlier with cash infusion since they will loose the money anyway if everything goes down the drain later on, being paid out by wage guarantees or cash infusion.
If the company gets back on track, it is much bigger chance for the government to get their money back if the company is actually building cars sooner than later.
Now, the money will be paid out to an idling assembly line where people are sitting at home doing nothing.
