I have a hunch the Water Dept may be making a return trip to replace the non-rising stem gate valve used in the utility connection. It sounds as if the internal threads in the gate were broken by someone wrenching it shut too hard in the past, and now the gate drops half closed by itself.
Like I said, I hope I am wrong, but if it happens again you will know the problem is not inside the house where it would be hidden between walls or floors.
