The core of of F-T is converting Carbon Monoxide + Hydrogen to liquid hydrocarbon. The feed stock for the process can vary from coal, gas, biomass, all the way to CO2 and water.
Different places can obviously use different feed stock based on what's available and what's most economic due to local conditions. The goal is liquid hydrocarbon, because that's the easiest to use transportation fuel due to high energy density and its being liquid at room temperature.
Funny you should mention Iceland, do you not realize Sweden is a major electricity exporter due to the myriads of hydroelectric plants in that country?
