I want to disclaim that I have no particular love for GoDaddy, but by the same token have been a customer for 11 years. They have clearly presented security policies and stick to them. My guess is that if they "did nothing" they had a reason to do it - such as the old employee being listed as an administrator on the domain or hosting account. Happens all the time, when companies fail to clean up after a terminated employee, and creates a real mess... especially when that ex-employee has a vendetta! One of my clients hosts with Network Solutions, but has me (!!!) listed as the administrative contact still, after almost eight years of me prodding them to change it. If I decided I didn't like them, I could absolutely take their domain with me.
That said, having dealt with a large number of hosting companies as both a consumer and an agent working for a 3rd party, GoDaddy is hard to beat. When you call them, you get to talk to a person. They have rules and they stick to them. You don't get the level of service they offer at the price they charge from anyone else. Believe me when I say I've tried or worked with all of them at this point. GoDaddy ain't bad, especially at their price point.
Along those lines, your friend needs to get a sense of what she intends to pay for this service. There is a lot of variation here, running from a couple bucks a month to a couple hundred. IMHO, the decision on where to host revolves around the support she'll need, the technologies she'll need, and the uptime she needs. There is a big gap between a $5/mo hosting account and a $200/mo virtual server account!
Is she developing this website, or is she outsourcing it? If the latter, I would consider asking the developer for a recommendation. That way, you don't get into a finger-pointing game when Host X is running a version of php Developer Y didn't anticipate, or something dumb like that.
