upper control arm bolt problem

Hi. My 16 y/o son brought his 1992 Saab 900 Turbo and thought there was something wrong.
Upon inspection the driver side upper control arm mounting bolt was loose. I was unable to tighten it. Then I found the shims on the inside of the skid plate.
So, can anyone tell me the best thing to do now?
I know it will be a huge project to repair this properly and am wondering can I get by by putting some washers on the accessible part of the bolt by the nut?
