as several here note. There can be natural disasters anywhere, and there's a limit to what can be done with respect to surviving things like major floods, storms, and earthquakes. The planet is alive. Stuff happens. Get over it.
Quality of life a better issue, and that varies by personal preference. For everyone who lives happily near a beach, there's someone who's content in the mountains, plains or desert. Lots of people adore cities, while others think a neighbor closer than a mile away is too close. Then there's basic climate preferences. Some thrive on humidity while others like it dry.
As for weather, New England is also pretty benign. Sure there are some bad storms once in a while, but unless you're on the coast they just blow through with pretty minor damage. You might have to move some snow around or lose power for a few days, but it's no biggie. There are places that flood, but don't build on a flood plain and you're OK.
