Yeah, you really need to check with your local government before doing anything else. In Sacramento, it's positively illegal to operate an automotive repair business out of property zoned residential, and in fact even illegal to do engage in any auto repair of a personal nature that spans more than 24 hours (I think that's the number). That is, you car can't legally be non-running for more than one day. Ugh.
If you're looking to supplement your income with auto repair, I would consider taking the mobile mechanic route... pack up your Saab with tools and do basic repairs on someone else's property. That should be legal just about anywhere, save for CC&Rs that specifically prohibit those types of activities in specific neighborhoods.
