If you want to go back to IE9 and leave it there until sites are compatible, Microsoft offers an IE10 blocker for Windows 7 as well, link below. Install the blocker and remove IE10 the same way as I outlined for IE11.
Although I recommend to my customers that they stay away from Internet Explorer some are stuck with having to use web sites utilizing Active X, which is an IE-exclusive technology.
You would need to run both blocker kits to stay at IE9. These are zip archives containing batch files that need to be run from a command prompt with elevated privileges. Follow the instructions on the download page. (I usually extract them to C:\ie10blocker or C:\ie11blocker to make for the least amount of typing at the command prompt.)
