Obviously this guy would dispute a $400 single charge but you may receive payment for a series of $40 charges spread out over time. Many people don't look hard at the small dollar items on their monthly statements.
You are already out $400 so you don't want to spend too much time and effort or you stand to lose more then the current amount. Garnishment may be an option but I understand it is now very hard to do, requires an attorney or courts ($$$), and may be a dead end too.
Another idea is to file a single Small Claims Court suit naming the owner, the re-po company, and the finance company as joint defendants. The owner contracted with you to perform the repairs. The re-po company denied you your legal recourse under PA's Mechanic's Lien Laws by removing the car from your property. The Finance Company is currently in possession of the automobile which is worth $400 more because of your parts and labor. Let the Judge figure it all out but I think the Finance Company needs to pay you.
Who knows, the guy may indeed be a victim of a bank screw-up. Tough to say in today's world.
