I think the expectation for someone with that class of machine is that you're doing more than 24 hours of mowing a year. I'm in the same boat, I've racked up 36 hours in three. Definitely a waste to replace parts on that annual/seasonal basis.
That said, I think annual replacement of the fuel filter makes sense, especially if like me you're only using the mower 7-8 months out of the year. Whatever fuel gets left in that filter during the off season has the potential to gum up and reduce the flow and/or efficiency of the filter. It's a $2.99 Autozone part, hardly worth worrying about. Every year about this time I change the oil & oil filter & fuel filter, and rely on the service recommendations for the blades, spark plugs and air filter. With my usage, it's right about every three years... so I just did the whole shebang. Sixty whole dollars, not much.
