It sounds like you think that was the fault of the guy in the car?
The guy on the bike looks like he was going 30 MPH or more faster than the general traffic flow, passing on the right (which is illegal here in MA, I of course don't know about where the video was filmed), and suddenly swerved into the left lane, where he collided with a car that moved over at the same time to make a normal passing maneuver.
Yes the guy in the car didn't signal (as didn't the guy on the bike) but the normal thing to do when changing lanes to the left is to look and ensure that there's space in the lane you're moving into, not to look for a vehicle approaching at high speed in your own lane that might swerve to the left at the last moment.
