In California, there is a form you must mail to the DMV within 10 days of selling the car notifying them that you've sold it, and to whom you've sold it. Until they receive and process this form, you are still legally liable for the car. Not sure if NJ (or your state) has similar laws, but if my car was impounded after I'd neglecting to send in that release of liability, I'd be responsible for its impounds, fees, towing, etc.
In fact, years ago I sold a c900Tc and later got a letter from San Francisco saying the car had been abandoned on the Bay Bridge and I owed them a whole heap ton of money. DMV never received/processed the release, but I'd kept a photocopy of it. That was enough to satisfy the city, but if I'd not had it, SF would have been very, very cross with me.
