Look closely to be sure that the valve isn't leaking from the gland nut (where the handle emerges). You usually need to tighten that nut a little on new valves or they leak. Otherwise you've done everything right as witnessed by the non-leaking joints you've screwed together, there's nothing wrong with your tape or technique although joining dissimilar metals (copper and iron) will eventually lead to galvanic corrosion. If the gland nut is not leaking then I would assume that either the copper MIP fitting or the shut-off valve has a defect that is preventing making a complete seal and proceed accordingly.
You could fit a dielectric union where the old iron pipe transitions to the new copper to preclude the corrosive reaction or just deal with it the hard way in a few years.
