Using real auto paint not paint from a spray can the clear coat needs to be applied within 24hrs of the paint coat and every clear coat after is within 10 hrs of the last. It's not how many coat of clear that matters it's the adhesion from the clear to the paint coat. If you wait till the paint coat fully cures before applying the clear it will start to flake in a year or two. If the clear is applied soon after the paint has dried to the touch the clear coat will last many years.
That is if the prep work was done correctly before applying the paint coat. Wet sanding is needed if the paint has cured then usually a quick paint coat is applied and the clear is done in the window of 5 to 15 hrs depending on how thick the paint applied.
Painting clear is very difficult to get an even spray over the complete car the 1st coat, over a rim not so much. If runs start to form in the clear coat wait 5 to 15 hrs wet sand when whip clean and apply another clear coat. Denatured is used to whip between coats. If you can get a nice even clear coat with out runs on the first spray there's no need to apply another.
Prep work before the paint is where all the work is and it will determine how long the paint coat holds to the rim. If you have a great clear coat that will grab the paint coat for 5+ years it wouldn't matter if the paint is flaking after 3years.
