Negative Camber

I've been noticing a number of cars and SUVs with their wheels at notable, observable, negative camber. Like a several degrees, which seems a lot. Too many and under circumstances that do not support concluding that they are just loaded with sandbags or something. Is shifting to pronounced negative camber some sort of new performance thing to tilt your wheels for improved cornering? Like dihedral on airplane wings? Or maybe just half effective spring lowering, without readjusting camber?
