I've always been able to get an exception for a working environment if I could show that I needed it for a specific reason. I would talk to whom ever is in charge of her. Since they just changed, I doubt they would give it to her right away, but maybe in a few weeks, they will relax it for those they know can do the work. I work in IT as well, and was basically told that if I can prove that I'll do the work, they will turn a blind eye to working from home after a few months (its against company policy and I would have to be in the office one day a week)
