In most cases, yes insulation should not touch the roof to enable proper eave to ridge ventilation. However, there are acceptable solutions that do not ventilate - it is acceptable to use high thickness (high R) foam to achieve a cool roof. It must be air impermeable insulation for the thickness below the dew point.
Adequate insulation is important also.
In general though I agree ventilation is the way to go.
