Southwest used to be the cheapest. Now they are sometimes and cheapest and sometimes not very cheap.
One way to do planning is to check the fares and keep checking. Usually, domestic fare don't get any cheaper 4-5 weeks before the flight. If the flight is sold out, it doesn't get any cheaper. If you book 5-6 months ahead, it is usually not cheap because the airlines think you will fly anyway.
For international, people plan ahead so it seems to be about 3 months before when fares are cheapest.
If the fares get cheaper before the 4-5 week mark or 3 months for international, then seize the opportunity and buy.
Also, when Cuban travel is permitted, why go? It is no longer rare or forbidden so why help the enemy? There are many excellent other places to visit. Also Cuban health care is very primitive. If you get sick or injured, tough luck.
