It's a Toshiba DVR670KU (actually manufactured by Funai). This is a circa-2009 vintage unit that is no longer available new, but you might be able to find one on that big auction site.
Unlike many dual decks this one includes a digital tuner for OTA broadcasts and can record to either DVD or VHS. A limitation though is that it is not compatible with dual-layer recording so you're limited to 2 hours on DVD in standard definition. (Up to 8 hours in progressively reduced quality.) Also these Funai direct-to-DVD recorders tend to play a bit fast and loose with the DVD specification and some older DVD players don't like the resulting discs. (These days though I have a media server and just use this recorder to do the initial capture and then rip/convert the contents to a video file.)
