Tech2 + CANDI module + subscription costs

I need to have a spare key programmed to my 06 9-5, so in the process of getting this done (obtain cut key, key transmitter, programming...) I'm now at the point of having the key linked to my car. The last time I did this a few years ago, we still had a dealership in my town that was willing & able to work on SAABs. Now that the dealership has washed their hands of anything to do with SAAB, including Tech2 programming, I have about 3 indies in the area to choose from. Indies 1 & 2 do not have the CANdi module, so I'm left with one guy who has locally and historically been know as the "expensive SAAB guru" to beg for an appointment. And that is if he has a current subscription to the online service. So I am very curious as to why GM has taken this route with their subscription pricing. Knowing that [hundreds of] thousands of SAAB drivers are still trying to drive and maintain their cars, why not make the software more accessible so that those who are able to obtain and use a Tech2 can just get on with it? Is it a matter of protecting owners from their own incompetence, or just being able to starve people out of their cars so they come back and buy another GM product (...not likely...). I'm just perplexed as to why it is so hard to get working software for the average DIYer to fix often trivial issues.
