Depends on several factors:
-highest possible resale value (can't imagine it's a lot for a 15 year old car, unless it's a classic. I doubt this applies to a Volvo S60.) This is the big one, and the other factors may not even come into play if this number isn't high enough.
-repair cost for each item vs. importance (is it needed to pass a safety inspection, is it a must have?)
-how much is your time worth? Both in terms of you turning a wrench yourself, and the marketing and selling of the car.
There's negative financial return on any preventive maintenance, in this case tires and brakes. It may make the car more saleable, but the difference in what you can sell it for will never exceed what you spent on the tires and brakes.
Using KBB as a reference, if you fixed all the things besides the brakes and tires, you're probably looking at a value of about $2700, assuming there aren't other things wrong you didn't mention. The value in "fair" condition is more like $1500. With the A/C, you're probably looking at $600 in repairs, with you doing the work for the ball joints and power steering pump. Is your time worth a "maybe" $600?
