I had two partial knee replacements about 6 years ago. Here are some words of wisdom I have received from my P.T.'s over the years. In order for ligaments, cartilages, and muscles to heal they need blood. Heat relaxes and allows more blood flow. Cold reduces blood flow but also reduces the pain. Applying a cold pack for maximum 15 minuets every 4-6 hours will help with reducing swelling and pain. If your meniscus tear is on the outside of your knee it has a better chance of healing because of the natural increased blood flow. You mentioned your tear was on the inside of the knee, which does not get the same natural blood flow as the outside. I do know that extended use of an ice pack (20 minutes or more) can be harmful.
Dial up (kingbrand.com) They are selling a product called B.F.S.T. "Blood Flow Stimulation Therapy"
That said, I would listen to your father-in-law who would give you the best advise based on your specific problem.
