I don't know about the power plants, but all I can say is that I lived in Texas for 18 years (Dallas and Austin). They can't handle below freezing weather. I remember that if you got a little snow (maybe 1/2"), they would tell you to stay home from work for two days. I'm not putting them down (I still have a nephew in Ft. Worth), I'm just saying that they don't have the equipment to handle it (plows, salt, etc.) I'm in Cleveland now, and if we get a foot of snow, we're expected to be at work on time!
