I remember reading an article in a car magazine in the late '70's. The writer interviewed and followed a CHiP motocycle cop. One of the things he talked about was pulling guys in morning traffic who were using electric shavers. Apparently at the time this fell under "careless driving". I would wager that most states already have this type of law on the books.
I do have a cell phone, 2 actually, one is hardwired into the 9-3. I refuse to answer the other while the car is moving. When the car phone rings it auto answers. While I do carry on conversations, I have no problem telling the other party to "hold on I have to drive". I am NOT saying that it is not distracting. I am simply saying that you can do better than engross yourself in the conversation to the exclusion of the world around you. I don't think most people do that. But then I saw a guide reading a sci-fi paperback on the way home the other night. He was doing at least 70 MPH.......
